An  Administrative Law Judge recommended  granting  Xcel’s  request for Revenue Decoupling for residential customers, meaning cost recovery will no longer be based on how much electricity is sold.  COSEIA hopes this decision will be good news for solar development by removing a disincentive Xcel has cited to expand solar.
The commission refused Xcel’s request for a weather adjustment, which was a victory for solar advocates. The recommended decision did not grant decoupling for small commercial customers, arguing the need was not proved. The decision will need to be approved by the full PUC.
